It’s poison based, scales off of your level, is modified by your Focus stat, and is independent of your weapon damage. Plan A is pretty much always going to be “Glaive Throw until everything is dead.” However, the skill has some quirks that you should be aware of. This skill rules it takes the place of autoattack to the extent that I actually bound it to left click. Some of the skills don’t synergize with each other, and others are actually worse skills once you put more points into them. It’s not quite as simple as “dump all points into all the poison skills” however.
My bread and butter skills are Glaive Throw and Cursed Daggers, but mostly Glaive Throw. I took a look at the Outlander skills and decided that I would try a poison-based approach since Master of the Elements gives such a huge bonus to it. Torchlight 2 Outlander Poison Build Guide by Empyrean
